The BRICS are often seen as countries which are still developing and which are poorer than most of the western world. This is true. However, the BRICS are now providing more and more development aid to other countries. So they're not just recipients. They are now also aid donors. Why is the change taking place? Well, in my opinion there four key reasons for this. Firstly, the BRICS are becoming richer. Secondly, they want to have more of a say on economic affairs. They no longer want to be seen just as a recipient. Thirdly, they want to have more of a say when it comes to international development policy, and they believe that providing more development aid will enable them to do this. Fourthly, they want to forge trade links with poorer countries, and providing development aid is a key way to do this.

But how much money are we talking about? Well, in 2010, India spent 618 million US dollars on development aid. Brazil spent 1.2 billion US dollars. Russia spent 500 million US dollars. And South Africa spent 143 million US dollars. Now these sound like huge amounts, but I think we should put it into perspective. The level of development aid provided by India in 2010 was more or less the same as that provided by Portugal, even though India’s GDP is seven times greater than Portugal’s. And the amount of development aid provided by Russia was more or less the same as that provided by Greece. Even though Russia’s GDP is nine times greater than Greece’s. Now, China is the exception amongst the BRICS, because it now provides more development aid than many western countries. In 2010, China provided 4 billion US dollars in development aid, overtaking Italy. However, despite this, China is still behind Norway, even though its GDP is 26 times greater than Norway’s.

So to conclude, the BRICS are playing a more and more important role in providing development aid. And in future years it may be amongst the world’s leading donors. However, it's not just the quantity of development aid that is important, I believe the actual services which are provided are important, too. But that is another kettle of fish, and that is something which will have to be discussed in another speech. Thank you.
